MSIMAMO WA LIGI YA  UINGEREZA

MATOKEO YA MECHI LEO

Wigan 2 - 2 Stoke

Wigan twice came from behind to earn a pulsating draw with Stoke in miserable conditions at the DW Stadium.

Robert Huth's deflected free-kick put the Potters ahead, before Danny Collins's own goal put Wigan level.
Matthew Etherington restored Stoke's lead but Tom Cleverley's shot deflected in off Rory Delap to restore parity before half-time.

Both sides had chances in the second half, with Charles N'Zogbia's shot against the post the pick of the bunch. Soggy conditions made for a slow start to the game and the opening exchanges were fairly tame until a minor flurry of activity leading up to the opening goal.
Man City 1 - 0 Bolton

An early strike by Carlos Tevez ended Manchester City's two-month wait for a home Premier League goal and proved enough to see off a dogged Bolton side.

Tevez ran on to Yaya Toure's pass to fire home after four minutes. City went on to dominate, going closest to a second when Mario Balotelli and then David Silva hit the woodwork. But Bolton were given late hope when Aleksandar Kolarov was sent off for a second booking, and the home side had to survive a late spell of pressure.

For City to be hanging on at the end of a game they had controlled was a strange sight but as Roberto Mancini approaches the end of his first year as their manager he will know that nothing is straightforward at Eastlands.

A lack of cutting edge has undermined his side's challenge at the top of the table in recent weeks, so it must have been a huge relief for him when Tevez opened the scoring.
Chelsea 1 - 1 Everton

Chelsea's run of Premier League games without a win was extended to four as they were held at home by Everton.

John Terry hit the crossbar before Didier Drogba scored a penalty after Tim Howard fouled Nicolas Anelka.

Everton struck the post through a Jack Rodwell header in the second half while home team defender Ashley Cole failed to convert a low cross from six yards.

Jermaine Beckford then headed a late equaliser as Chelsea missed the chance to return to the top of the table.

With Manchester United's match at Blackpool postponed, victory would have meant that the Blues returned to the top of the table, but instead they slipped to third, with Arsenal moving up to first after defeating Fulham.

Chelsea faded after the break and it was Everton who finished the game on top after substitute Beckford scored his second Premier League goal to give David Moyes's team a deserved draw.
Blackburn 3 - 0 Wolverhampton
Blackburn Rovers increased the agony for Wolverhampton Wanderers and boss Mick McCarthy with a convincing victory at Ewood Park.

McCarthy's side faded after a bright start as they sunk to the bottom of the Premier League with a graphic demonstration of the defensive weakness that has dogged their season.

Wolves looked to be building on the confidence gained from a win against Sunderland that ended a run of four straight defeats as they started in style with both Stephen Ward and Ronald Zubar striking the woodwork.

But Blackburn soon showed why the visitors have not kept a clean sheet since April and ran out comfortable winners.

David Dunn headed Rovers in front after Wolves failed to deal with Morten Gamst Pedersen's corner, and Brett Emerton added a second after Jason Roberts proved too strong for Steve Mouyokolo.
Birmingham 1 - 1 Tottenham
Craig Gardner's second-half header salvaged a point for Birmingham against Tottenham at St Andrew's.
Sebastien Bassong gave Spurs the lead when he lashed in from five yards after goalkeeper Ben Foster had punched away Gareth Bale's free-kick.
Gardner equalised with 10 minutes remaining when Scott Dann's punt was headed across the area by Nikola Zigic and met by the midfielder.

The draw keeps Spurs in fifth while Birmingham remain in 14th.
But it could have been so much better for Harry Redknapp's travelling side who looked comfortable for the win following their first-half display.
Arsenal 2 - 1 Fulham

Two flashes of genius from Samir Nasri nudged jittery Arsenal past Fulham in a breathless encounter at the Emirates.

The Frenchman lashed the hosts into an early lead after dancing inside two defenders before the Gunners wasted a host of chances to extend their lead.
A clash of heads affecting Arsenal's Laurent Koscielny let Diomansy Kamara slot a slick but contested equaliser.
But Nasri decided the match late on after jinking past a posse of defenders to slip the ball home from an angle.

Thanks to French international Nasri, who now has 11 goals from midfield this season, Arsenal have moved to the top of the Premier League - one point clear of Manchester United - as they put rare back-to-back home defeats behind them, albeit in nervous fashion.

Fulham's atrocious record on the road, though, continues as they have now failed to win a Premier League away game since the opening day of last season.

New Tanzania Mining Laws Benefit Citizens

The new 2010 Tanzania mining laws have reportedly increased the opportunities for citizens of Tanzania to benefit from the country’s mineral wealth.

While speaking to the Tanzania Broadcasting Corporation in a recently aired program, Justice Mark Bomani, the chairperson of the Tanzania Mining Commission, said most of the recommendations that were made by the Commission were adopted by the Government when they passed the new Mining Law Act, 2010, in order to act in the best interest of the country.

Mr. Bomani went on to explain that the Commission visited South Africa, Botswana and Ghana in an effort to learn more about how the mining laws worked in their countries, how their mining sectors are run, and how the mineral wealth is distributed between the respective countries and their foreign investors.

The Mining Commission chairperson also said that one of the recommendations that he and his colleagues proposed was that the State Mining Corporation (Stamico) be put back into place in order to regulate all of the mining activities within the country

“The institution will work in collaboration with National Environmental Management Council (NEMC),” said Mr. Bomani, “in managing environmental impact before commissioning, operating and after closing the mine.”

In addition, Stamico will also be in charge of managing any payments that will be made to eligible citizens that live in the areas where minerals have been located and will be responsible for recruiting local staff to work in the mines so as to minimize foreign staff dominance within the country.

Furthermore, the Mining Commission has also recommended that it be mandatory for all foreign mining companies to reserve 15% of their shares for Tanzanians.

According to Mr. Bomani, the Extraction Industries and Mining Transparent International in Oslo, Norway has joined with Tanzania and will be responsible for auditing the mining companies in Tanzania in order to verify mineral productions records, sales and tax compliances.

Contrary to Mr. Bomani, the Executive Director of a foundation for defense of land rights, HAKIARDHI, Amani Mhinda, said the new law gives too much power to the Minister and Commissioner of Mines.

According to Mr. Mhinda, this idea is not in line with the recommendations of the Mining Commission, saying that “Giving so much power to these executives may provide them with the leeway to make agreements that are unfavorable to Tanzania, like what happened to many previous mining agreements.”

In addition, Mr. Mhinda suggested that the new mining law overlooks some of the recommendations of the Bomani Commission such as the establishment of a special court to hear any cases involving mining disputes and the establishment of an authority to help develop the Tanzania mining sector.

In an effort to minimize the opportunities for money to be embezzled by individuals, the Oslo-based Extraction Industries and Mining Transparent International has been mandated to verify how the Government is spending the money that has been acquired from the country’s mineral sources.
